§ 93.04 REFUSE TO BE PLACED IN RECEPTACLES OR CONTAINERS; SPECIFICATIONS, STORING, OR PLACEMENT OF SOLID WASTE.
   (A)   It shall be the duty of every person and commercial or residential refuse generator to place or cause to be placed all refuse accumulating on the premises in suitable receptacles or containers provided.
   (B)   All refuse containers shall be waterproof and equipped with tight fitting covers resistant to disturbance by animals and insects.
   (C)   All solid waste set out for collection in the town will remain the property and responsibility of the property owner or generator until collected by the town or a licensee company, whereupon it shall become, the property of the collector.
   (D)   No person shall store or place any solid waste in any street, alley, sidewalk, utility corridor, or other public place within the town, or upon any private property within the town, whether owned by such person or not, except if placed in containers authorized for collection. Bulk waste may be placed curbside for collection. Nor shall any person throw or deposit any solid waste in any stream or other body of water.
   (E)   Any unauthorized accumulation of solid waste on any premises is hereby declared to be a nuisance and is prohibited. Failure to remove any existing accumulation of solid waste within 30 days after the effective date thereof shall be deemed a violation of this chapter.
