§ 30.21 SPECIAL MEETINGS.
   (A)   The Mayor may convene the Council at any time after giving at least 24 hours' notice of the meeting to members of the Council and the general public.
   (B)   The notice shall include the date, hour and purpose of the special meeting and shall be served upon each member of the Council either in person or by notice left at his or her place of residence.
   (C)   If the Mayor is absent from the town, a special meeting may be convened by a majority of the Council. In the case of an actual emergency, a meeting may be held upon the notice as is appropriate to the circumstances.
