§ 91.04 RESPONSIBILITY AND RESTRICTIONS OF PERMIT HOLDERS.
   (A)   All group use of park facilities must be under competent adult supervision with the person or groups using the facility or equipment.
   (B)   Any permittee using park facilities shall be required to indemnify and save the town harmless from any and all liabilities for damages, personal or property, which may arise out of or in connection with the use of the park facilities by the permittee. Responsibility for loss, breakage or need for repair of any piece of furniture, equipment or portion of facility rests solely with the person in charge, that is, the one or ones signing the permit who shall report the same to the Town Manager promptly.
   (C)   All permittees shall be responsible for returning the facilities and grounds used to the same condition in which they existed upon issuance of the permit.
   (D)   Any permit issued which will cost the town additional funds shall be subject to a rental fee established by the Town Manager.
   (E)   When a permit has been approved for the use of the facilities by the Town Manager, notification shall be made immediately to the proper police authority, including the County Sheriff's office. The notification shall contain the date, hours of use, age group, type of activity and the number of participants.
   (F)   Concession rights shall be reserved to the town unless specifically stated otherwise.
   (G)   The permit holder shall be responsible for all expenses incurred by the town relating to the request, if notice of cancellation of a request is not received by the town at least 48 hours prior to the date of the event.
   (H)   No apparatus, furniture or equipment shall be moved into a park or facility unless special permission is granted in advance. The apparatus, furniture or equipment, provided by the permittee, shall be removed from the park area promptly after use and before 7:00 a.m. the following morning so there is no interference with normal park and recreation programs. Failure to comply shall prohibit the person or group from using facilities in the future.
   (I)   When security personnel or special services are necessary, the personnel shall be supplied by the permittee or shall be procured by the Town Manager and charged to the permittee. The Town Manager and the proper police authority shall confer in order to specify when security personnel are necessary.
   (J)   All pets must be on a leash at all times, except when participating in an obedience class authorized by the town.
   (K)   Bikes, skateboards and skates shall be used on designated perimeter sidewalks or on designated paths and areas only.
   (L)   All motorized vehicles are restricted to designated parking areas and roadways. Overnight parking or camping is prohibited in all park areas and parking lots.
   (M)   Horses and off-road vehicles are prohibited for use within the park areas.
   (N)   Use of firearms, weapons, including, but not limited to, BB guns, air rifles, blow guns, pellet guns, slingshots, archery, cross-bow and knives with blades longer than three and one-half inches are prohibited.
   (O)   The only fires allowed are charcoal or propane within designated areas only.
   (P)   The destruction, collection or removal of plants or natural materials is prohibited.
   (Q)   The defacing or damaging of any public building or facility, structure, equipment or property, either real or personal, within a town park is prohibited.
   (R)   No person shall use any park facility which has been declared "closed" and which has been so posted by the town.
   (S)   Any and all use, possession or consumption of alcoholic beverages in the park is strictly prohibited at any time.
   (T)   All persons shall comply with all federal, state, county and town laws, rules and regulations.
