(A) The Town Manager shall have general administrative authority for the management and regulations of the park facilities in the town. The Council has the responsibility for establishing policy for the park facilities.
(B) The Town Manager is authorized to close or limit access to parks to any and all persons not properly authorized to use the facilities. This emergency authority shall not exceed three days without Council authority.
