(A) Except as otherwise provided by this chapter or by resolution of the Council, every vehicle stopped or parked upon a roadway where there are adjacent curbs shall be so stopped or parked with the right-hand wheels of the vehicle parallel to and within 18 inches of the right-hand curb.
(B) Every vehicle stopped or parked upon a roadway where there are no adjacent curbs shall be so stopped or parked so as to avoid, at all times, obstructing or impeding the flow of traffic upon the roadway.
