In addition to the sewer connection fee, there is levied and declared collectible a sewer use charge, payable monthly by all persons, residences, place of business and other establishments connected to the town sewer system, whether or not the persons, residences, places of business or other establishments have obtained a sewer connection permit. The sewer use charge shall be payable in amounts as determined from time to time by resolution of the Council.
