No sewer connection connecting the town sanitary sewer system to any residence, place of business or other establishment shall be made or used by any person unless a permit has first been secured from the Clerk. The permit shall be issued upon payment of the sewer connection fee as provided in § 51.03, and a copy of each permit shall, at all times, remain on file with the Clerk.
