For the purpose of this chapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   ASHES.  The refuse from fires in houses, stores, and other buildings and includes at times small quantities of glass, crockery, sweepings, dust, brick, metal and other in organic materials.
   GARBAGE.  The organic waste both animal and vegetable from houses, buildings, restaurants, kitchens, hotels, hospitals, and other places of human habitation, comprised chiefly of waste food, and not including liquid which may be drained into the sewer.
   REFUSE.  Includes tin cans, dirty rags, old clothes, waste and other discarded material not otherwise designated herein.
