§ 130.06  LOITERING ON STREETS.
   No person shall be present on the streets or sidewalks in such a way as to obstruct or interfere with the free passage into or out of any public business, or private property. It shall be the duty of the police officer who observes a violation of this section first to warn the offender and upon his failure to heed the warning to arrest him.
