(a) When the Village water system is unable to maintain at least one-half tank of reserve water, the Village Administrator is authorized to declare a water emergency providing for no watering of lawns, gardens, flowers, filling of swimming pools or washing of cars.
(b) Violation of this section shall be punishable as a minor misdemeanor for the first offense. Each subsequent violation shall be punishable as a misdemeanor of the fourth degree.
