The owner of each lot, land or premises connected to the sanitary or combined sewer system in the Village or having such connection available shall, as well as the lessee of such lot, land or premises, be liable to the Village for any charge or rental levied by this chapter. All charges for rentals shall be collected by Council, which Council shall make and enforce such by-laws, rules and regulations as may be deemed necessary.
