(a) All roof gutters and downspouts shall be disconnected by property owners from the Village sewer lines no later than April 30, 1992.

(b) The Village Administrator may grant exemptions to this section for the buildings or parts of buildings located in the central business district, school buildings or churches when he determines that there is no practical alternative to avoid discharge onto the sidewalk areas.

(c) The Village Administrator shall grant exemptions to residential property owners from the requirement of diverting downspouts if he determines that no practical way exists to remove the flow from the sewer system without causing a safety hazard.

(d) Whoever violates this section is guilty of a minor misdemeanor. Each roof gutter and downspout connection remaining connected to the sewer system shall constitute a separate offense for each day it is connected after 12:01 a.m. on May 1, 1992.
