(a) No individual, business, partnership, corporation, person or group or persons, shall be permitted to discharge a greater amount of waste waters containing detergents into the public sewers or ditches within the Village than shall be produced by ordinary family use, or normal use by an existing business.
(b) No extensions of existing canning operations or new canning operations shall be permitted to dump waste materials from such operations into the sewers or ditches within the Village, nor discharge such wastes therein without the use of a waste treatment plant or plant installed after the submission of the plans therefor to the Health Department of the State and the approval thereof by the Health Department.
