371.12 SKATEBOARDS.
   (a)   “Skateboard” means without limitation, any instrument or device consisting basically of a board or platform mounted on wheels or rollers, whether powered by gravity, muscle power or mechanical or motorized means of steering such instrument or device.
   (b)   No person shall ride on or operate a skateboard or similar device upon a sidewalk on any public or private property used by the public for purposes of vehicular travel or parking within the area bounded on the north by the north edge of the north sidewalk of Stevenson Street, on the west by the west edge of the west sidewalk of Gibson Street, on the east by the east edge of the east sidewalk of Hurlbut Street, and on the south by the south edge of the south sidewalk of Kemmerling Street and Kemmerling Street extended east from Main Street to Hurlbut Street.

   (c)   Except as otherwise provided in this subsection, whoever violates this section is guilty of a minor misdemeanor. If, within one year of the offense, the offender previously has been convicted of or pleaded guilty to one predicate motor vehicle or traffic offense, whoever violates this section is guilty of a misdemeanor of the fourth degree. If, within one year of the offense, the offender previously has been convicted of two or more predicate motor vehicle or traffic offenses, whoever violates this section is guilty of a misdemeanor of the third degree.
