Right of Appeal. The owner of property affected by a Notice and Order to Correct which charges violations of the subject areas set forth herein shall have the right of appeal as follows:
(a) The Appeal shall be made in writing within thirty (30) days from the date of service of the Notice and Order and shall be mailed or delivered to the Village Administrator at the Gibsonburg Administrative Offices;
(b) The Appeal shall be allowed only on the question of whether or not the conditions cited in the Notice and Order constitute the violation alleged;
(c) The Gibsonburg Village Council shall consider the appeal and may affirm, modify, or rescind the Order to Correct.
