193.04 EFFECTIVE DATE.

This chapter shall take effect and be in full force immediately upon its passage by Council and the approval by the Mayor, provided that it receives the affirmative vote of two-thirds of all members elected to Council, otherwise, it shall take effect and be in full force from and after the earliest period allowed by law.
