1337.08 EXTERIOR MAINTENANCE REQUIREMENTS.
   The exterior of all buildings shall be maintained in a safe and weather tight condition to resist decay and deterioration. In addition, the exterior surfaces of all buildings shall be maintained and in good repair so that the appearance of the building reflects a level of maintenance in keeping with the standards of the immediate neighborhood and does not constitute a blighting factor for adjoining property owners or to the progressive deterioration and downgrading of the neighboring vicinity.
   (a)   Any buildings equipped with gutters and downspouts shall be maintained in proper working condition. This requirement shall not apply to any residential accessory building unless failure to comply results in a nuisance for an adjoining property due to the unnatural accumulation of rainwater.
   (b)   All chimneys and foundations shall be maintained in a safe and weather tight condition to resist decay and deterioration and to protect against the entrance of vermin, insects or other animals of nuisance.
   (c)   All stairs, porches, railings, fences and ramps intended for or near pedestrian traffic shall be maintained in a safe condition capable of supporting the load that normal use may cause to be placed thereon.
   (d)   All premises shall be kept free of garbage, unsightly rubbish and other accumulations of material that may act as a breeding place for vermin, insects or other animals of nuisance.
   (e)   All tanks and other devices used for the storage of propane, natural gas or other materials shall be in proper and safe working order and free from defect.
   (f)   All motor vehicles, motorcycles, and motorized bicycles must have a current license plate, be in good and safe operating condition and be parked in a building, on a driveway or street. All trailers must also have current license plates and must be parked in a building or on a driveway.
