The owner of each lot, land or premises connected to the water system in the Village or having such connection available shall, as well as the lessee of such lot, land or premises, be liable to the Village for any charge levied by this chapter. All such charges shall be collected by Council, which Council shall make and enforce such laws, rules and regulations as may be deemed necessary. All such charges shall constitute a lien on each lot, land or premises to which water is provided from the date water is so provided.
