(a) On or before December 30, 2011, any owner of residential and commercial rental property within the Village of Gibsonburg corporation limits shall file with the Village Fiscal Officer a report showing the names, addresses, telephone numbers and if known, place(s) of employment of each such tenant who occupies such property.
(b) Any owner of residential and commercial rental property within the Corporate Limits of Gibsonburg shall file with the Village Fiscal Officer a report showing the names, addresses, telephone numbers and place(s) of employment, if known of any new tenant occupying such property within thirty (30) days of such occupation.
(c) Any owner of residential and commercial rental property within the Corporate Limits of Gibsonburg shall file with the Village Fiscal Officer within 30 days after tenants have vacated a rental property, a report shall be filed to include the date of vacating the property, the name of the vacating tenant, and the forwarding address of the vacating tenant, if known.
(d) The reports required by subsections (a), (b) and (c) of this section shall not be required to be filed by the landlord if the tenant is billed directly for Village utilities (water, sewer and refuse) and have registered as such with the Village Utility Department.
(e) The reports required by subsections (a), (b) and (c) of this section may be filed electronically using forms promulgated by the Village Fiscal Officer and made available online.
