The owner of any residence, building or other structure served by the sanitary sewer system shall be responsible for the construction, maintenance and repair of all sewer lines from the residence, building or structure to the septic tank, all lines from the septic tank to the main sewer line, and any grinder pumps, lift pumps, grease traps, and any other accessory equipment and lines appurtenant thereto.
