Whoever violates any provisions of this chapter or fails to comply with any order or regulation made thereunder or builds in violation of any provisions herein, or any permit issued thereunder, shall for each violation and noncompliance be fined in the sum of not less than five dollars ($5.00) nor more than five hundred dollars ($500.00). The imposition of such penalty for any violation of this chapter shall not excuse the violation or permit it to continue and all such persons shall be required to correct or remedy such violations or defects within a reasonable time.
