(a) All buildings constructed within the Village which are covered by the Ohio State Building Code, shall be constructed in accordance with such Code, except where the provisions of the ordinances of the Village are more stringent and exacting than the provisions of the Ohio State Building Code, in which instance the ordinances of the Village shall govern.
(b) No repair, remodeling, construction, enlargement, alteration, moving or removal of any building shall proceed within the limits of the Village until a permit has been obtained by the owner or his agent.

(c) The Zoning Inspector shall issue permits for all repair, remodeling, construction, enlargement, alteration, moving or removal of any building, upon a form to be prescribed by Council. In the event the Zoning Inspector refuses to issue a permit as applied for, his decision may be appealed to Council as a committee of the whole, and if a majority of the members thereof vote in favor of the issuance of such permit, the Zoning Inspector shall be directed to issue such permit.
