No building or other structure shall be erected, moved, added to, structurally altered, nor shall any building, structure, or land be established or changed in use without first having a zoning permit and a zoning certificate of occupancy issued by the Administrator. Permits shall be issued only in conformity with the provisions of this Ordinance unless the Administrator receives a written resolution from the Board of Zoning Appeals deciding an appeal, conditional use, or variance, or a resolution from Village Council amending a decision made by the Board of Zoning Appeals.
