The Fiscal Officer, Utility Clerk and Income Tax Commissioner are hereby authorized, for a one year period, to refuse personal checks from individuals or businesses, who, for the second time within a six month period, issue a check to any Village of Gibsonburg office which is dishonored for insufficient funds. The Fiscal Officer shall coordinate with the other departments to insure that all departments know of returned checks.
