Whenever the public necessity, convenience, general welfare, or good zoning practices dictate, the Council may, after receipt of a recommendation from the Planning Commission and subject to the procedures established by the Ohio Revised Code, amend, supplement, change or repeal the regulation, restriction, and boundaries or classification of property described in this Ordinance.
