(a) The Fiscal Officer is hereby designated and authorized to act as a collecting agent for the water and sewer fund payments.

(b) Any water or water, sewer, and refuse collection charges billed by the Village shall be due and payable by the due date on the monthly bill.
(c) Any amount not paid by the due date shall incur a one-time ten percent (10%) late payment penalty if paid within thirty days of due date.
(d) Any amount remaining unpaid after thirty days following the due date shall incur interest at the rate of ten percent (10%) per annum from original due date until date paid.
(e) Any amount certified to the County Auditor for collection on taxes shall incur penalty and interest only as imposed by the County on delinquent taxes.
(f) This section shall apply to all delinquent accounts currently in an unpaid status. Previously charged interest and penalties shall be recomputed consistent with this section. This section shall have no effect on interest and penalty that has been paid.
