The regular meetings of the City Council shall be at the City Hall on the third Monday of each and every month. The meeting shall begin at 7:00 p.m. If the day fixed for a regular meeting of the Council falls upon a date designated by law as a legal or national holiday, such meeting shall be held at the same hour on the following day.
