§ 78.01 DEFINED.
   As used in this chapter, unless the context otherwise requires, ALL-TERRAIN VEHICLE (ATV) shall include but not be limited to any motorized off-highway vehicle which:
   (A)   Is 65 inches or less in width;
   (B)   Has a dry weight of 2,000 pounds or less;
   (C)   Travels on four or more low pressure tires. All-terrain vehicles shall include any side by side (e.g., Gator, Ranger, Mule etc.), four-wheeler or golf cart;
   (D)   Is designed for operator use only with no passengers or is specifically designed by the original manufacturer for the operator and one or more passengers; and
   (E)   Has handlebars or any other steering assembly for steering control.
