§ 31.021  PUBLIC BODY DEFINED.
   (A)   PUBLIC BODY, as used in this subchapter, shall mean:
      (1)   The governing body of the municipality;
      (2)    All independent boards, commissions, bureaus, committees, councils, sub-units, certificate of need appeal panels or any other bodies now or hereafter created by Constitution, statute or otherwise pursuant to law; and
      (3)    Advisory committees of the bodies listed above.
   (B)   This subchapter shall not apply to subcommittees of such bodies unless such subcommittees are holding hearings, making policy or taking formal action on behalf of their parent body.
