All meter pits shall be constructed by the customer at his or her own expense, at a point near the property line and shall be of such design as sanctioned and approved by the Utilities Superintendent; provided, that all meters shall be set in a position so that the same may be easily read, and serviced whether the same be set in a meter pit or in a basement or crawl space. The Utilities Superintendent shall, whenever it is inconvenient to make readings at any meter now set or hereafter to be set in a meter pit or in a basement or crawl space, be empowered to give the property owner 20 days notice in writing to reset such meter in a position so that the same may be easily read, and if the property owner refuses or neglects to do so, then the Utilities Superintendent shall set such meter and the cost thereof shall be charged to and paid by such property owner. Meter pits shall be required for all new services.
