(A) All municipal solid waste customers shall be classified, according to primary usage, as one of the following.
(1) Residential. RESIDENTIAL shall be defined as a single-family dwelling unit and shall include mobile homes, duplexes and single units of condominiums.
(2) Commercial. COMMERCIAL shall be defined as all other classifications not readily identified as residential that includes, but is not limited to, multi-family dwelling unit, commercial, industrial, governmental, religious, civic and nonprofit.
(B) Customers other than residential exhibiting unusual and/or extreme fluctuations in volume of solid waste may appeal to the governing body for special consideration.
