Service fee for use of municipal utilities shall be established by the governing body for each service individually and combined into one “municipal utilities bill.” Municipal utilities bill shall be due and payable on the first day of each month at the office of the Municipal Clerk or designee. Bills not paid by the twentieth day of the month due shall be deemed to be delinquent. Refusal or non-payment of any part of municipal utilities bill shall be considered as refusal or non-payment of municipal utilities bill as a whole and deemed to be delinquent.
