There shall be a Park and Recreation Board consisting of seven (7) members, the majority of whom shall be electors of the Municipality with the remaining to be electors of the unincorporated area of German Township, not holding any compensated position with the Municipality or German Township. Members shall be appointed by the Mayor, subject to confirmation by Council. Terms of office shall be for five (5) years and overlapping, so arranged that one (1) member's term shall expire at the first regularly scheduled meeting each year. The terms of the original appointees shall be for one (1), two (2), three (3), four (4), and five (5) years, respectively, beginning January 1, 1978. The Mayor shall fill any vacancies by appointment for the unexpired term subject to confirmation by Council. The Board shall have all the power, authority and duties conferred upon it by ordinance.
