There shall be a Board of Zoning Appeals consisting of five (5) members. Four (4) shall be electors of the Municipality not holding any compensated position with the Municipality, appointed by the Mayor and confirmed by Council, for overlapping terms of four (4) years, so arranged that one (1) member's term shall expire on the first regularly scheduled meeting each year. The terms of the original appointees shall be for one (1), two (2), three (3), and four (4) years, respectively, beginning at the first regularly scheduled meeting. The fifth member shall be a member of the Planning Commission, other than the Council member and shall be appointed by and serve at the discretion of the Mayor for a one (1) year term. The Board shall have all the power, authority and duties conferred upon it by ordinance. A vacancy occurring during the term of any member of the Board of Zoning Appeals shall be filled for the unexpired term in a manner authorized for the original appointment.
