For the purpose of carrying on the administrative functions of the Municipality, the following departments are hereby established:
Department of Public Service
Department of Fire/EMS
Department of Police
Department of Finance
The work of the departments of the Municipality shall be distributed among such divisions and bureaus as provided in this Charter and as provided by ordinance. The Council may establish new departments, divisions and bureaus which are created by ordinance. Subject to the provisions of this Charter, the Council shall provide by ordinance for the organization of the departments and divisions of the Municipality, and define the powers and functions of each organizational unit. Where the administrative code is silent, the officers and employees of the Municipality shall have and may exercise all powers and duties provided for similar officers and employees by the State law.
