(a) Horns and Signaling Devices. No person shall sound any horn or audible signal device of any motor vehicle of any kind while not in motion, nor shall such horn or signal device be sounded for any unnecessary or unreasonable period of time while such vehicle is in motion, except as a warning of danger. No person shall sound any horn or audible signal device of any kind for any unnecessary reason or for unreasonable periods of time. This subsection does not apply to emergency vehicles such as ambulances, police cars, fire trucks, etc.
(b) Radios, Phonographs and Sound Amplifying Equipment. No person shall use, operate or permit to be operated within the Municipality any radio, phonograph or other machine for producing or reproducing of sound in such manner as to disturb the peace, quiet and comfort of neighboring inhabitants, or at any time with louder volume than is necessary for the convenient hearing of the person or persons who are in the vehicle, room or chamber in which such machine or device is operated. The operation of any such sound-producing apparatus in such manner as to be plainly audible at a distance of fifty feet from the vehicle, building, room or chamber shall be prima-facie evidence of a violation of this section.
This subsection shall not apply to those persons who receive special written permission from the City Manager to perform on musical instruments in any public place between the hours of 11:00 a.m. and 10:00 p.m.
(c) Animal and Bird Noises. No person shall allow any animal or bird to remain, be lodged or fed in any fashion whereby the bark, yelp, howl or other unreasonably loud and disturbing noise of such animal is of such character, intensity or duration as to disturb the peace, quiet, comfort and repose of any persons in the adjoining neighborhood.
(d) Building Construction or Repair. The erection including excavating, demolition, alteration or repair of any building other than between the hours of 7:00 a.m. and 10:00 p.m. on weekdays, shall be prohibited. This subsection shall not apply in cases of urgent necessity in the interest of public health and safety.
(e) Schools, Courts, Churches, Hospitals and Public Meetings. No person shall create any excessive noise adjacent to any school, institution of learning, church or court while the same are in use, or adjacent to any public meeting or hospital, which unreasonably interferes with the working of such institution or unduly annoys patients in the hospital.
(f) Pile Drivers, Hammers, etc. No person shall operate any pile driver, steam shovel, pneumatic hammer, derrick, steam or electric hoist or other equipment, the use of which is attended by loud or unusual noise, between the hours of 10:00 p. in. and 7:00 a.m.
(g) General Prohibition. No person shall create any excessive, unnecessary or unreasonably loud noise from any source which is of such character, intensity or duration as to disturb the peace, quiet, comfort and repose of any persons in the adjoining neighborhood.
(h) Violation Classified. Whoever violates this section is guilty of a minor misdemeanor. The penalty shall be as provided in Section 501.99
