(a) A Court shall, in addition to the assessment of a penalty against the owner or person in charge of an animal in violation of any of the provisions of this chapter, order the destruction of said animal by a licensed veterinarian. The Court shall further order all impounding, maintenance and/or destruction expenses to be charged to the owner or other person having charge or control of an animal that is impounded, maintained and/or destroyed.
(b) The Court shall order that all animals that are not claimed by their owners after three days of impoundment may be destroyed in accordance with subsection (a) of this section.
