351.21 RESIDENT PARKING PERMIT; FEE, TERM AND APPEAL.
   (a)   Upon application to the Chief of Police, and upon payment of an annual fee of six dollars ($6.00), any resident of the Municipality whose principal residence faces one of the two- hour parking zones described on the Traffic Control Map and may be issued one resident parking permit subject to the following restrictions. Such permit will be issued only if such resident has no off-street parking available to him, and will allow such resident to park one of his personal family vehicles upon the streets of the Municipality within the immediate vicinity of his principal residence, notwithstanding the restriction on parking in such area. All other chapters of Part Three - Traffic Code shall remain applicable to such resident and any vehicle parked using such permit. Such resident parking permits shall be issued by the Chief of Police or his designee, shall permit resident parking for a period of one year and shall cost six dollars ($6.00) each. Such six dollars ($6.00) shall be nonrefundable.

   (b)   The Chief of Police or his designee shall issue only one permit to any family residing within the Municipality. The decision of the Chief or his designee as to whether or not any person is entitled to such resident parking permit may be appealed, first to the Chief of Police if such decision is made by the Chief’s designee, then to the Manager, then to the Mayor, and then to the Street Committee of Council.
