(a) Upon declaration of the Manager or designee that the Municipality’s Snow Parking Plan is in force, residents and all owners of vehicles shall during the even numbered months park their vehicles on the side of snow parking streets having even house numbers, and during the odd numbered months park their vehicles on the side of snow parking streets having odd house numbers.
(b) The streets within the Municipality other than snow emergency routes designated “snow parking streets” shall be as follows:

(c) When the Snow Parking Plan is in effect under subsection (a) hereof, upon declaration of a snow emergency under Section 351.19, residents and all owners of vehicles parked on snow parking streets shall have forty-eight hours after the initial removal of snow to move such vehicles to the opposite side of the street. After such forty-eight hour period has expired, the Department of Police and its officers are authorized to remove and impound any vehicle parked on the wrong side of a snow parking street, as provided in Section 303.08. The cost of removal and impounding such vehicle shall be borne by the owner of the vehicle.
(d) The Manager or designee is authorized to declare an end to any snow emergency.
(e) The Chief of Police is hereby directed to adopt a written policy to provide for notification of owners of vehicles parked in violation of this section prior to their being removed. Provided, however, that failure to notify an owner shall not contravene the police officer’s right to cause an unauthorized vehicle to be removed and impounded.
