(a) There shall be no parking of any vehicle of any kind or description at any time of the day or night at the following places:
(1) The north side of East Market Street between the now existing State Route No. 4 and the east abutment of the bridge traversing Little Twin Creek;
(2) The south side of East Market Street between Kemp Avenue and the now existing State Route No. 4;
(3) The east side of Walnut Street between Gunckel and Perry Streets;
(4) The north side of Warren Street between Walnut and Plum Streets;
(5) The east side of Walnut Street between Center and Market Streets;
(6) The south side of Center Street between Walnut and Plum Streets;
(7) The east side of Walnut Street between Market and Gunckel Streets;
(8) The east side of Kelly Avenue between Warren Street and Dayton Pike; and
(9) The north side of Center Street between the intersection of Walnut and Center Streets and the first alleys east of such intersection.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
