(a) No motor vehicle or trailer or any other vehicle shall be parked on the streets, alleys or roadways for a period of more than forty-eight hours.
(b) Any vehicle so parked in violation of subsection (a) may be impounded by the police and stored in a storage garage at the prevailing storage rates, such storage and towing charges to be paid by the owner of such vehicle upon redeeming the same.

(c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
