(a) Skateboards, roller blades, roller skates, toy vehicle, sleds, or similar devices shall not be ridden upon any roadway.
(b) Skateboards, roller blades, roller skates, toy vehicles, sleds, or similar devices shall not be ridden upon a sidewalk or public parking area within a business district or where signs are erected prohibiting such operation.
(c) Every person riding a skateboard, wearing roller blades or roller skates, riding in or operating a toy vehicle or similar device, or riding a sled, shall yield the right of way to all pedestrians at all times and shall pass them without causing injury or causing reasonable fear for their safety, even if dismounting or stopping is necessary.
(d) Every person riding a skateboard shall dismount at a street intersection and shall walk as a pedestrian across such intersection.
(e) During the time from one-half hour after sunset to one-half hour before sunrise, or when there is insufficient natural light which prevents a person from being clearly seen at a distance of three-hundred (300) feet, every person using skateboards, roller blades, roller skates, operating a toy vehicle or similar device, or riding a sled, along or upon a roadway shall wear between the neck and waist, material such as a vest, sash band, or tape which is reflective at a distance of at least three-hundred (300) feet.
(f) Whoever violates this section is guilty of a minor misdemeanor on a first offense: on a second offense within one year after first offense, the person is guilty of a misdemeanor of the fourth degree; any subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
