(a) The Traffic Control Map, existing as of the date of passage of this section, is incorporated as a part of this Traffic Code. The Map shall be prepared and maintained to date by the City Manager or his designee.
(b) The City Manager may amend the Traffic Control Map by regulation, but no such regulation shall be enforceable until after the effective date thereof and the official signs, signals, markings or parking meters are erected or placed in proper position.
