The Manager may be authorized by motion and majority vote of Council at a regular or special meeting to execute a supplemental manpower contract with individuals or firms to perform services of a temporary or emergency nature. Each contract shall specifically state that the individual or firm and/or any employees of such individual or firm performing the service is an independent contractor and is not an employee of the Municipal government. As such, the contractor shall not be eligible for any of the benefits contained within this chapter.
