The City Beautiful Commission shall consist of five members who shall be appointed by Council in the manner as to provide broad geographical representation. Members of the Commission shall serve without compensation. The Mayor shall appoint one Council member annually, with the approval of Council, to serve with the Commission; however, such Councilperson shall have no voting power and shall not hold an office on the Commission. The Council of the Municipality may appoint ex-officio, non-voting members to the Commission as it deems appropriate and necessary. These ex-officio members can be residents of the incorporated or unincorporated areas of the Municipality.
