The Park and Recreation Board shall have the following duties and responsibilities:
(a) Act in an advisory capacity and make recommendations and reports to Council in a manner determined by motion of Council, regarding the acquisition, development, maintenance and operation of park, playgrounds, recreational facilities and programs of the Municipality where such recommendations may result in on-going expenditures of moneys generated from the tax levy for park and recreation services or the Municipality and such other recommendations and reports as may be requested by the City Manager or Council.

(b) Coordinate with organized groups concerned with recreational programs.
(c) Stimulate citizen interest in the care and preservation of parks, historical and scenic sites.
(d) Act as trustee for any property, asset or funds donated to the Municipality for park or recreational purposes; provided the donor designates or provides for the Board to act as such trustee; in such event, the Board shall have all powers necessary to carry out the purposes of the trust.
(e) To provide for the scheduling of all events to be held at any park and/or recreational facility.
(f) To develop, implement and monitor recreational programs and activities of all citizens.
(g) To hold a meeting at least once a month and adopt rules and regulations to conduct its business and keep a complete and accurate record of its proceedings; provided further, that a certified copy of such record shall be competent evidence of its transactions in the courts of the State.
(h) Adopt rules and regulations for the operation, protection, maintenance and care of the real and personal property under its charge; provided further, than when such rules and regulations are approved by Council, they shall have the same affect and may be enforced as other ordinances of the Municipality.

(i) Notwithstanding any other provisions to the contrary, the Park and Recreation Board shall have no powers and duties concerning the swimming pool.
