There is hereby created a Swimming Pool Board consisting of five members who shall be electors of the Municipality of Germantown or electors of German Township and hold no compensated position in such governmental entities who shall be appointed by the Mayor subject to confirmation by Council. All members of the Swimming Pool Board shall serve for a term of three years, provided, however, that initially there will be no appointment for a term ending December 31, 1990; two appointments for terms ending December 21, 1991; and two appointments for terms ending December 31, 1992 in order to provide for overlapping of terms.
