137.03 AUXILIARY POLICE.
   (a)    Appointment of Members. There is established within the Police Department an auxiliary police unit, the members of which shall be appointed by the Chief of Police with the approval of the Manager.
   (b)    Term of Service. Auxiliary police officers shall serve so long as the Chief of Police may direct, or until a resignation submitted by such members shall be accepted by the Chief of Police. The members shall not be eligible for membership in the Police Relief and Pension Fund nor placed in the classified service of the Municipality.
   (c)    Qualification of Members. The qualification of members of the auxiliary police unit shall be established by the Chief of Police subject to the approval of the Manager.
   (d)   Control of Unit. The Chief of Police shall be the commanding officer of the auxiliary police unit and shall have control of the assignment, training, stationing and direction of the work of such unit. After being certified by the executive director of the Ohio Peace Officer Training Council, as required by law, the members of the auxiliary police unit will have all police powers but shall perform only such police duties as assigned by the Chief of Police and shall act only when in the prescribed uniform or portion of uniform. The Chief of Police shall prescribe the time and place such uniform or portion thereof shall be worn. Such auxiliary members shall obey the chain of command of the Division of Police and shall take orders from all regular appointed members thereof.
   (e)    Rules and Regulations. The Chief of Police, with the approval of the Manager, shall prescribe the rules and regulations for the organization, administration, conduct and control of the auxiliary police unit.
   (f)    Service on Voluntar Basis; Compensation.
      (1)   All services performed by auxiliary policemen shall be on a volunteer basis with the Municipality.
      (2)    Auxiliary policemen shall be paid one dollar ($1.00) annually.
