135.01 POWERS AND DUTIES.
   The Finance Director appointed pursuant to Section 5.04 of the Charter, in addition to those duties that are set forth in Section 5.04 of the Charter, shall perform the following additional duties and responsibilities pursuant to the authority of Charter Section 5.04(h):
   (a)   Act as the Superintendent of Taxation and execute the duties of such office pursuant to the ordinances of the Municipality;
   (b)   During the temporary absence or vacancy in the position of Utility Clerk, cause to be collected all water, sewer and garbage revenues and perform the other duties of that office;
   (c)   Act as the wage coordinator for any public project requiring such an office pursuant to the Ohio Revised Code;
   (d)   Keep any and all payroll and debt service records required by Council or the City Manager;
   (e)   Advise the City Manager and Council concerning the financial condition of the Municipality and assist the City Manager in the preparation and submission of appropriation measures, estimates, budgets and other financial matters;
   (f)   Make periodic reports concerning appropriations, encumbrances and expenditures of the departments, divisions, boards and commissions as may be required by Council or the City Manager;
   (g)   Submit to Council and the City Manager and make available to the public, a report on the finances of the Municipality as of the end of each fiscal year; and
   (h)   Perform such other duties consistent with his office as may be directed by the City Manager.
