(a) The Village Manager is hereby authorized to establish procedures, policies and individual specifications and bonding requirements for professional services for construction managers, professional design firms, architects and engineers.
(b) This measure shall be retroactive to November 24, 1995.
(c) Any and all contracts for professional services entered into after such date are hereby ratified and approved.
